If you hade 0 crit multiplier, 100% additional crit mult would give you 100% more damage, so it would be pretty close to the 120% max from cold pen and you'd have to analyse it a little bit more (take crit chance into account). At least at your current crit multiplier. The only way cold pen would be worse than 100% crit mult was if most enemies had 7% or lower cold resistance already (123/93 = 1.18). An enemy with 0% cold resist drops to -30%, so he gets hit for 130% of your damage instead of 100%, 130/100 = 1.3 -> 30% more damage.
